This is an accurate observation. A policy like what you proffer, I think, is a wise solution to at least moderate, not control, these scenarios.
My fear though, would not this policy contravene the right to self-expression?

Self-expression is something to consider, but employees are often asked not to share damaging or confidential information as part of their employee agreement – I think this is just an extension to a new form of expression.
